We then design attacks for the closed-world setting. Given two databases of pseudonymous individuals, each containing unstructured text written by or about that

With nearly 100 chatbot-specific bills introduced across states in 2026, a complex and increasingly fragmented compliance landscape is quickly emerging. This tracker helps stakeholders understand that landscape by highlighting chatbot legislation advancing through initial chambers in state legislatures and Congress, and organizing key provisions across proposals to show what is coming and how requirements may vary across jurisdictions.

If there is one area of AI policy that lawmakers seem particularly eager to regulate in 2026, it’s chatbots. As state legislative sessions ramp up across the country, policymakers at both the state and federal levels have introduced dozens of bills aimed at chatbots from so-called “AI companions” to “mental health chatbots.” The Future of Privacy Forum (FPF) is currently tracking 98 chatbot-specific bills across 34 states, as well as three federal proposals.

Oklahoma has become the latest U.S. state to enact a comprehensive consumer privacy law after Governor Stitt signed SB 546 into law on March 20. This ends two long legislative droughts: First, this is the long-awaited 20th state comprehensive privacy law and the first since the Rhode Island Data Transparency and Privacy Protection Act was enacted in June 2024. Second, as the bill’s sponsor Rep. West (R) identified in House floor debate, this concluded Oklahoma’s multi-year journey to enacting a

Using online tools to seek health information is not new and consumers have long used health and wellness wearables and apps to share medical information for holistic health experiences, often with beneficial outcomes. Where downloading medical records is still a frustrating or limited experience, policy and technical architectures have  emerged to facilitate consumer-directed health information-seeking. What is new is the underlying health data architecture utilized by AI tools and LLMs. This n

More Parties, More Risks, More Opportunity? Evolving Governance to Support Cyber Resilience Amidst Evolving Policy and Technological Change

Over several years, FPF has been exploring the ways that AI can accentuate security risks, while also creating new detection and defense capabilities. The recent announcement of Project Glasswing put a spotlight on the presence of both opportunity and risk as AI technologies rapidly evolve. Autonomous and agentic systems, add new layers of complexity and risk – as well as opportunities to more effectively detect, combat and mitigate those risks. Unlike traditional software, agentic AI systems ma
